    Diptford Parish Council
    Held at the Parish Hall, Diptford on Monday 4th July 2005 at 7:30 pm

OPEN FORUM
    There was one member of the public present. This parishioner complained to the council about
    the general bad state of our roads, that many needed resurfacing, especially the main road
    from Follaton to Avonwick. The Chairman assured her that the matter would be reported.
     
    Police report - no crime has been recorded. They are keen that we promote the Neighbourhood
    Watch scheme. A large silver van/minibus sighted in the South Brent area may be linked to
    crimes. Any sightings of a similar vehicle or any vehicle/person in suspicious circumstances
    would be of interest to the police - please report the registration no and description. Cllr
    Franklin had reported parishioners complaints to the police about Polish 'students' in a blue
    transit van aggressively selling their paintings house to house in Diptford village.
1. Co-option of new councillor
    It was proposed by Cllr Haddy and seconded by Cllr Leflaive that the council co-opt Simon Walton
    as a councillor as of immediate effect. All voted in favour.
2. Apologies
    Apologies were received from Cllr Steer. Cllr Palmer was absent.
3. Declaration of Interest, and update of Members Interest
    Cllr Haddy declared an interest in 5a and Cllr Foster in 5e.
4. Minutes of the previous meeting - Monday 6th June 2005
    The minutes were approved by the council and signed.
5. Planning Matters
  a. 2649 Diptford Parochial Primary School - proposed covered play area.
  b. 2650 SHDC - Simpson Farm, Mr Gifford & sons - determination for erection of an agricultural building.
  c. 2652 SHDC - 17/0818/05/0 Mr B T Moore Diptford Downs outline planning permission granted.
  d. 2654 17&23/0676/05/F Mr & Mrs Stevenson Dattins Farm planning permission refused.
    The council had no comments to pass on any of items a,b,c,d
  e. 2662 17/2467/05 Jack Nicholls Higher Farleigh Farm revised application - letter S Bottomley SHDC
    The council asked the clerk to reply stating they consider the 2nd unit at Higher Farleigh
    Farm should be affordable housing and not a holiday let.
  f. Primrose Place. SHDC planning section are hoping to visit the site soon.
  g. 2669 SHDC - Mr P Andrewartha, 3 Wheat Park, Diptford. Proposed conservatory at rear.
    The council had no objection to this scheme.
6. Highways and Paths
  a. Sign for Playing Field. The council agreed that there should be 2 signs and requested Cllr
    Foster to obtain a quote for carrying these out.
  b. 2657 Letter John Halliday covering road safety meeting 24th May was read to the council.
    Cllr Date agreed to see if he could promote the matter.
7. Bus Service
    It was noted that First now run a limited service. The clerk was instructed to write to the head
    office of Stagecoach to protest that their trial was not handled properly, they did not promote
    or even inform anyone about the service, it was too short a time and over winter.
8. Parish Plan
  a. Survey - there was a limited response to the questionnaire, the analysis is being carried out
    and will be put onto the website.
  b. Timetable - the results will be formatted into the Parish Plan and put forward to the Council for
    its decision in August. Cllr Hill was thanked for all his work on this matter.
9. Skips
  a. We are no longer subsidized by DCC. It has not been possible to find a company willing to
    provide manned skips. The Council will look into how to control input and decide in September.
10. Correspondence and Points of Information
    The correspondence was considered by the Council.
  b. 2664 - Devon Playing Fields Membership £15 - the Council voted to renew this membership.
11. Additional items as per the Chairman
    Improvement of Diptford Square - a parishioner has put a plan forward for a small wall made
    of local slate and new planting. The work is estimated to cost £380. This is to go on the
    agenda for the next meeting.
12. District Councillor's Report - Cllr Steer
    none
13. County Councillor's Report - Cllr Date
    Cllr Date came to meet the council, as he is on the Totnes council and has many other
    commitments he is unlikely to be able to make many of our council meetings but will let us have
    a report. Already this month he has attended a Rights of Way committee, a Totnes Community
    Learning committee concerned with adult learning, a sub committee foundation for Keviccs which
    as well as making major grants also funds smaller amounts to students who apply with projects,
    a seminar on county council ombudsman and the audit committee of which he is chairman.
14. Sub-committee Reports
  a. Insurance
    The insurance sub-committee has finished its task and the council agreed it should be disbanded.
  b. Amenity Trust Report
    The sub-committee will be meeting with the Amenity Trust committee within the next few weeks
    and will come back to the council with their report.
15. Website
  a. The council were told that the site was progressing well.
  b. 2663 ParishCouncil.net request a to link our website the council agreed. Cllr Hill will deal with this.
16. Finance
    Cheques were agreed and signed.
17. Date of next meeting
  a. It was agreed there should be a meeting in August, the date to be agreed. This should only
    be a limited meeting dealing with the Parish Plan, the work in Diptford Square and any planning
    or administrative matters that arise.
  b. Monday 5 September -there will be a Full Council Meeting
