OPEN FORUM
There were three members of the public present.
Police report - there were no crimes in Diptford. It was PC Adrian Partridge’s last week, his replacement is PC Alan Lowe.
The council would like to thank PC Adrian Partridge for all his help in the past and welcome PC Alan Lowe to our community.

3. Minutes of the previous meeting Monday 15th August 2005
The minutes were approved by the council and signed.

6. Parish Plan
The council voted to adopt the Parish Plan. Cllr Hill was thanked for his tremendous document, he will arrange a public meeting to discuss the plan with the parish as soon as possible.
7. Skips
These are no longer funded by DCC and the contents are now subject to stringent rules. The unattended skips in the spring were overfilled, the excess rubbish caused a problem and the contents could not be noted. The council cannot police the skips so a decision was made to suspend the supply whilst the council evaluated how to control the situation.

10. District Councillor’s Report
There are no official meetings in August but Cllr Steer visited many offices in the course of her work. She saw how busy the new licensing law has made SHDC and how amazingly efficient the manner in which it was dealt with by the officers. Some local businesses have won tourist awards and many are helping with the enhancement of the green lanes. Cllr Steer also mentioned that applications for ‘Certificate of Lawfulness for Existing Use as a Dwelling’ are on the increase. Four years is a short time to occupy a place and people should be vigilant and report unlawful occupation - it is no longer OK to turn a blind eye to this.
11. County Councillor’s Report
There have been no meetings during August. Cllr Date met with the social services, as a County Councillor he is looked on as a ‘corporate parent’ of the children in care of the County Council so he went to learn his responsibilities. The County is in need of more foster parents and social service officers.
12. Sub-committee Report
Amenity Trust Report
After a positive meeting with members of the Amenities group it is agreed that the lease will be renewed after being revised and updated to address issues and needs. A draft will be drawn up for review by the Parish Council before being sent to outside legal professionals for final preparation. It is hoped that this can be completed quickly to allow the Amenity Trust to continue their excellent work .
13. Website
In response to a parish enquiry it was noted that hedge trimming on highways is the responsibility of the landowner. Highways only trim at junctions.
