There were three members of the public present. One parishioner complained about the moss on the pavements and asked that the ‘SLOW’ sign written across the top of Water Lane be reinstated.
Police report - PC Jacqui Hopper sent a report saying there have no crimes in the parish this month.

3. Minutes of the previous meeting Monday 3rd October 2005
The minutes were approved by the council and signed after 2 amendments.
4. Planning Matters
- 2743 17/1810/05/F Mr Cutcliffe - Barn Wagland Farm. The council noted that renewal of permission was granted for the conversion of a redundant barn into 2 holiday cottages.
- 2744 17/1905/05/F Mr & Mrs Hosea - Brushford, Diptford erection of garage/barn. The council agreed that , whilst they had no objection to the building, they did object to the dangerous siting of the vehicle exit onto a fast bend.
- 2745 17/1833/05/F Mr Hallet - Thorn Farm conversion of farm buildings into 2 residential units. The council agreed to support this providing it met the SHDC policy for affordable housing.
- 2746 17/1497/05/F Ms Furini - Higher Farleigh the council noted that permission had been granted for the erection of 2 field shelters.
- Ms Furini - Higher Farleigh. The council noted the SHDC report that the caravan was now demolished.
- 2747 Springfield Farm. The council were pleased to note SHDC were satisfied that no one was living on site.
- 2748 Mr & Mrs Coombes - Bridge House the council voted that they had no objection to the extension to the dwelling.
5. Highways and Paths
- Horse Sign - the council agreed that the clerk should write to Highways and request that a ‘Horses’ warning sign should be placed in the Greyhills area.
- 2741 - Crabadon Cross - DCC Highways consider that a scheme to improve visibility at this crossing would not have high enough priority to receive funding . Therefore Cllr Foster is contacting the landowner to check the feasibility and cost of moving the hedge back.
- 2738 - The council noted the DCC Public Rights of Way Warden has proposed that Footpath 2 should be diverted to recognize the route currently walked. The clerk was instructed to contact the Warden with the council’s support.
- 2733 - The clerk reported that Green Lanes Wheeldon, Curtisknowle and Cleave are being closed during November for SHDC Landscape and Leisure to repair. The council wondered if anyone knew the old names of these or other green lanes.
- Cllr Franklin reported that the repair of the wall by the river Diptford-Oakenham Bridge has been rescheduled for the next holiday period.
6. Parish Plan
- Cllr Hill reported that the Parish Plan was now printed and each household in the parish will have received one by the end of the week. There has been good feedback from parishioners who have already received them. The finances are now being finalized.
7. DEFRA joint meeting
- Cllr Foster reported that a meeting for Christine Smith from DEFRA Exeter to address joint parish councils had been arranged for Thursday 8 December at 7:30pm at the Parish Hall, Diptford. North Huish, Halwell and Moreleigh councils had been invited as well as Diptford. All councillors were requested to attend.
8. Fly Posting
- A complaint has been made that too many posters are not being taken down after 5 days. The council were reminded that no one was meant to fly post however if the posters are taken down promptly no action is taken against the people who put them up.
9. Correspondence and Points of Information
- The council congratulated Cllr Hill on being elected to the DAPC council. He said they meet every 3 months and are currently seeking priorities for the emergency plans.
- 2734 - Cllrs Foster and Hill said that they would represent the council at the SHDC parish cluster meeting on 29 November.
- Cllr Franklin reported that the SHDC Budget Consultation meeting was well attended and most worthwhile. The parishes had to choose 3 priorities out of 12 and economic development received most support.
- Cllr Foster reported that we were honoured to have the Chairman’s Civic Service held in Diptford. It was well attended by dignitaries from all over Devon and a great success.
- It was reported to the council that the police were prepred to arrange help with marking of larger tools and machines, they had also been approached to do this by Ughborough council so were looking at a joint approach. Cllr Franklin reminded the council that there was a Neighbourhood Watch meeting on the 18th November.
- Cllr Foster reported that a letter had been received from a parishioner regarding the occupation of Primrose Place, this had been forwarded to SHDC planning department.
10. Additional items as per the Chairman.
It was agreed that Cllr Foster would order a Christmas tree and endeavour to get it up by 13th December.

12. County Councillor’s Report
- Cllr Date sent a report of his activities in October including chairing the Stoneycombe Liaison Ctte , visiting the site of a new route of a Public Right of Way, supporting Cllr Pennington in his criticism of the withdrawal of funds from non vocational courses such as yoga, basketwork and painting. He also Chaired the Audit Ctte who received a report on the children’s trust and attended the Totnes Adult & Community Learning Ctte.
- The clerk was instructed to ask Cllr Date for an update on the progress with Highways on the Diptford Junction, also the council understand that SHDC no longer receive the rates for second homes - can he help to change this in future.
13. Sub-committee Report
Amenity Trust Report
- Cllr Hill presented a report on the renewal of the lease and future structure. It was agreed that the lease for the Playing Field should be allowed to continue for a further period of 6 months pending agreement between the Parish Council and the Amenity Trust on terms for a further 20 year lease. Cllr Franklin and the clerk were instructed to write to the chairman and trustees to inform them of this decision and obtain their agreement.

15. Finance
- The financial report was received and it was noted that the Audit had been approved.
- The council agreed to hold over the full Budget discussion until the December meeting.
- The cheques were approved and signed.
