OPEN FORUM
There was one member of the public present. A parishioner noted there was still a problem with moss in Church Park Close and Holsome Lane.
Police report - Debbie Taylor sent her apologies for the meeting, The police reported there had been only one crime in the parish in November when an isolated stable was entered and tack stolen. They mention that property marking kits can be borrowed from the mobile library.

3. Minutes of the previous meeting Monday 7th November and Planning Meeting 11th November 2005
- The minutes were approved by the council and signed.
4. New councillor
- The council are sorry to lose Cllr Leflaive due to the pressure of her work. Notice has been placed and the council will advertise to co-opt during December.
5. Planning Matters
- 17/1691/05LB Mr Mayhall Creber Barn - the council noted that permission had been granted.
- 17/2154/05/F Mr Wensley, Mount Zion Mill amended planning, the council agreed that it strongly supported this application.
- 17/2140/05/F Mr Miller & C Hellier 2 Gara Cottages, conversion of garage block into indoor pool and staff office for holiday complex. The council decided to strongly object as they did not want more of the property put to commercial use.
- Stoneleigh Manor Farm - a parishioner had noted that a building appears to have been put up lately. Cllr Foster will contact the owner as the council can find no planning permission.
- Beech Grove - Horner Tongue there have been reports of a motor home being occupied near the piggeries and also lights at night in the piggeries. The council instructed the clerk to write to SHDC planning and ask them to investigate.
6. Highways and Paths
- The council received a report on action taken re: November meeting.
- Crabadon Cross junction - Cllr Foster said the landowner of the field on the Moreleigh side was very helpful and agreed that his hedge could be moved further back to improve visibility. An estimate for the work is coming and will be put to the council at the next meeting. The clerk was asked to check if planning approval would be necessary.
- Mud causing the road from Diptford Cott to Frogwell Hill to be dangerously slippery. This is because mud from tractors at the top of the hill has washed down in the heavy rain. The council agreed to instruct the clerk to write to Mr T Lethbridge to deal with the mud.
7. Parish Plan
- Cllr Hill reported to the council and asked them to consider which parts of the plan should be implemented immediately and on which action could be left till later.
- The council agreed to retain the part of the grant money left and that the clerk should liase with Cllr Hill to reply to SWAN.
- Parish Hall - the councillors were asked to contact Cllr Hill with their priorities for further use of the Hall if it were to be extended. A second, soundproof, meeting room, and public computer access were mentioned.
8. Emergency Planning
- This was put forward to a later agenda as the council were informed a parishioner was already working on the current plan. Cllr Haddy agreed to contact him and liase in this project.
9. Waste Collection Changes
- All households on the compression truck route ‘Round 3’ will have the new recycling system of wheelie bins & bags in January/February. The council are concerned that the bins may spoil the look of the village, particularly considering we are in an ‘Area of Outstanding Natural Beauty’ and also that there is enough time for adequate consultation. The clerk was asked to chase the SHDC department to try to get firm dates for the council briefing session and the road shows.
10. Distribution of Minutes and Agenda etc by email.
- The council agreed that documents could be distributed by email to councillors who had consented. Thus making distribution faster and saving considerably on postage.
11. Correspondence and Points of Information
- 2752 Bus Service withdrawal - The council instructed the clerk to write to First to see if the councils could work together with First to seek a solution.
- We have already given DAPC email details.
- South Hams Society letter was noted.
- Mr Lazenby & Mr Varker’s letter was noted.
- The council agreed to contribute £20 to the Ivybridge and District Inter Parish Quiz and also to pay the hire of Diptford Parish Hall for one time.
12. Additional items as per the Chairman.
- The chairman reported on the Cluster Meeting at SHDC. He found it interesting and noted that they were progressing the communications system to make easier access for all.
13. District Councillor’s Report
- Cllr Steer reported how busy she had been with housing and other meetings and workshops. She was present at the Beacon Day at Dartington Hall where there was a good day of presentations and workshops. Cllr Steer also went to Newton Ferrers to see the new development. SHDC has had many meetings on housing and budgets in which she has been involved. She will be going to Exeter and Petersfield to see housing and new ideas especially on affordable housing and taking part in the SHDC Budget discussions on housing and planning.
14. County Councillor’s Report
- Cllr Date has had a busy November including being a representative on Post Watch, a training day on DCC pensions, attending the Keviccs Foundation Governors meeting which gives £100,000 in grants. He attended the opening of the English & Media Block at Keviccs in a wonderful building, a Public Rights of Way committee and many other meetings. He is chasing Highways regarding Diptford Junction on behalf of the council.
15. Sub-committee Report
Amenity Trust Report
- The trustees are having a full meeting and will come back to the council regarding the lease and future structure.
16. Website
- Cllr Hill reported the site was working well.
13. Finance
- The council received the report.
- The council voted to keep the precept the same as 2005/2006 for next year.
- Cheques were agreed and signed as per the agenda plus one for £20 for the Inter Parish Quiz.
