1. Apologies
- Apologies were received from Cllr Franklin, Cllr Haddy, Cllr Steer and Cllr G Date.
2. Declaration of interest
Cllr Foster in 15.
3. Minutes of the previous meeting Monday 5th December 2005
- The minutes were approved by the council and signed.
4. Planning Matters
- 2769 17/2200/05/F 2 Copse End, Curtisknowle - the council had no objection to the erection of the conservatory.
- 2768 17/2283/05/F 10 Wheat Park, Diptford - the council had no objection to the erection of the conservatory.
- 2770 17/1994/05/F the council noted that planning had been granted for the extension to Bridge House.
- 2780 17/2030/05/F the council noted that planning had been granted to The Weavers for their extension.
- 2779 Creber Barn revised plans received from SHDC omitting timber chalet/summerhouse & also received from SHDC…
- 2781 17/1692/05/F Creber Barn permission granted alterations to dwelling. The council instructed the clerk to find out exactly what this permission covered.
- 2767 the council had no comments to be forwarded to SHDC planning on the draft documents.
5. Highways and Paths
- Crabadon Cross Junction - the council has looked into this thoroughly. It is considered a low priority by DCC Local Services & the clerk was asked to pass the council’s findings on to Mr Revell.
6. District Councillor’s Report
None
7. County Councillor’s Report
- Cllr Date reported that the government grant was only 2.5%, the rest of the South West received more, we are £15 million short. One part of the grant was reduced by £6 million, what a coincidence the money from second homes is £5 million.
- There is a new director of children (formerly called director of education) with children’s social services added on.
8. Budget for year 2006/2007
- The council agreed that the precept should be £4,125 as last year, the form was signed and returned to SHDC. Further budget detail to be discussed in February.
9. New Councillor
- There have been no replies to the advertisements for a new councillor so far.
10. Parish Plan
- Cllr Hill reported that the Neighbourhood Watch was coming along well with Caroline Sumner as the co-ordinator, the website also was progressing.
11. Waste Collection Changes
- The chairman & vice chairman are to attend SHDC briefing for parish councillors in January. Concern was voiced over how the new bin system will be handled in the centre of the village.
12. Emergency Planning
The council look forward to Cllr Haddy’s report next meeting.
13. Correspondence and Points of Information
- 2774 DCC emailed that First will continue the 91 bus service, though this is due for review in the Spring. The council suggested that the parish magazine may like to advertise this and encourage parishioners to use the service as otherwise it may be lost.
14. Additional Items as per the Chairman
- There is a budget consultation meeting at SHDC on 19 January, the chairman and one other will represent the council.
15. Sub-committee Report
Amenity Trust Report
- The four trustees of the Amenity Trust met in December and determined that their preferred way forward would be to stand down as trustees if the parish council will take over this role. They stipulated that Janet Clarke must be notified of any change in the running. Cllr Hill agreed to evaluate how this could be structured and to seek legal advice as required. It was agreed to discuss this further in February.
16. Finance
- The council received the report.
- 2 Parish Plan cheques were signed for £13 and £14..
