Open Forum: There was one person present, they reported that permission for the hedgerow removal had been delayed a further 4 weeks by SHDC due to long term illness in the department. This would potentially bring it too close to March. Cllr Steer offered to talk to the head of the department.

  1. Apologies were received from Cllrs Walton, Haddy and County Cllr Date.
  2. Declaration of Interest and update of Members’ Interests - none
  3. Minutes of the previous meeting Monday 6 November were passed and signed. There was a vote of thanks to Cllr Preston-Day for doing these minutes.
  4. Planning Matters
    1. 2934 17/2063/06/F Coombeshead Farmhouse; installation of solar panels on shed near main house. The council supported this application.
    2. 2933 17/1685/06/LB Moorcott, Diptford; the council noted that permission had been granted to replace & enlarge windows & replace some roof tiles.
    3. 2934 17/1410/06/F The Copse, Curtisknowle; permission had also been granted by SHDC for the extension & garage.
    4. 17/2238/06/F & 17/2239/06/F Coombes Head Farm; planning and listed building consent for the conversion of existing stone barn to gallery, office and studio to be ancillary to the main building. The council had no objection to either application.
    5. Barn ‘The Workshop’ Little Curtisknowle - the council were disappointed to hear that this matter was to go to a public inquiry.
  5. Highways and Paths
    1. Report - the owners of the lorry that caused the damage to the garden wall in Diptford Square have apologised and agreed to pay for the repair. The clerk was instructed to inform the council’s insurers. As the driver should not have been in the village and there has been such trouble locally with lorries following GPS systems a proposal was made that the council request the police to prosecute the lorry driver. The proposal failed after a split vote.
    2. 2927 DCC - the council noted the work done on the road markings at Diptford junction and the Highways prediction that the ‘Give Way’ sign will be up by Christmas.

  11. Group Energy
    1. There has been a poor response from the article in the Parish Magazine asking who is interested in this project. It is hoped that a further article in December will do better.
  12. Parish Plan
    1. The council asked the clerk to write and thank the Diptford and District Show for the use of their lights for the Christmas tree in past years and say they are welcome to borrow the council’s new ones anytime.
    2. The council would like to thank everyone who helped put up the new DPC noticeboard.
  13. Correspondence and Points of Information
    1. These items were discussed and the clerk instructed to deal with the replies.

    1. The report was made.
    2. 22829 SHDC - the council agreed that the precept form for 2007/2008 should be signed and returned.
