held at the Parish Hall, Diptford on Monday 4th December 2006 at 7:30pm

Open Forum:
There was one person present, they
reported that permission for the hedgerow removal had been delayed a further 4 weeks
by SHDC due to long term illness in the department. This would potentially bring it
too close to March. Cllr Steer offered to talk to the head of the department.
- Apologies

- Declaration of Interest and update of Members’ Interests -
none
- Minutes of the previous meeting Monday 6 November
were passed and signed. There was a vote of thanks to Cllr Preston-Day for doing these minutes.
- Planning Matters
- 2934 17/2063/06/F Coombeshead Farmhouse; installation of solar panels on shed near main house. The council supported this application.
- 2933 17/1685/06/LB Moorcott, Diptford; the council noted that permission had been granted to replace & enlarge windows & replace some roof tiles.
- 2934 17/1410/06/F The Copse, Curtisknowle; permission had also been granted by SHDC for the extension & garage.
- 17/2238/06/F & 17/2239/06/F Coombes Head Farm; planning and listed building consent for the conversion of existing stone barn to gallery, office and studio to be ancillary to the main building. The council had no objection to either application.
- Barn ‘The Workshop’ Little Curtisknowle - the council were disappointed to hear that this matter was to go to a public inquiry.
- Highways and Paths
- Report - the owners of the lorry that caused the damage to the garden wall in Diptford Square have apologised and agreed to pay for the repair. The clerk was instructed to inform the council’s insurers. As the driver should not have been in the village and there has been such trouble locally with lorries following GPS systems a proposal was made that the council request the police to prosecute the lorry driver. The proposal failed after a split vote.
- 2927 DCC - the council noted the work done on the road markings at Diptford junction and the Highways prediction that the ‘Give Way’ sign will be up by Christmas.
- District Councillor’s Report
- Cllr Steer said that Tone Leisure were now in control of the leisure centres and
doing a lot of work updating and adding extra facilities to these. In future the
SHDC will handle budget discussions by a new system. The councillors are divided
into groups and all proposals are voted on by all the groups, thus every councillor
has a say in all areas. The executive take this information and come up with a conclusion in February.
- County Councillor’s Report - Cllr Date -
none.
- Budget 2007/2008
- The council agreed to set the precept at £4,125 as last year. The budget was discussed and items agreed.
- Diptford Amenity Group
- Cllr Foster reported that the AGM was held on 9 November, he offered to stand down as chairman but as the other councillor was unable to be present it was agreed that Cllr Foster should continue for a few more months. At this time it is hoped that Cllr Walton would become Chairman and Cllr Foster Treasurer, these two councillors are the signatories on the DAG bank account. The committee otherwise stays the same, they are looking for younger committee members and also for teenagers willing to become representatives.
- Many people ask what the Diptford Amenity Group is therefore the group asked that the name should be changed to the ‘Playing Field Group’. The council voted in favour of this name change.
- The council noted that £437 will requested towards Insurance and engineer’s costs for the field.
- Cllr Foster agreed to bring an updated constitution including the change of name to the January council meeting so that it can be finalised.
- Group Energy
- There has been a poor response from the article in the Parish Magazine asking
who is interested in this project. It is hoped that a further article in December will do better.
- Parish Plan
- The council asked the clerk to write and thank the Diptford and District Show for the use of their lights for the Christmas tree in past years and say they are welcome to borrow the council’s new ones anytime.
- The council would like to thank everyone who helped put up the new DPC noticeboard.
- Correspondence and Points of Information
- These items were discussed and the clerk instructed to deal with the replies.

- 22829 SHDC - the council agreed that the precept form for 2007/2008 should be signed and returned.
