Open Forum - one member of the public was present, the police reported no crimes in the area last month but reminded people to mark tools and generators and keep them secure when not in use.

  3. Minutes of the previous meeting
    4.  Monday 3 September were agreed with one addition.
  4. Planning Matters

    1. 3097 17/1881/07/F Field at SX769 548, north of Horner Farm, Halwell TQ9 7LB conversion of barn to single dwelling - the council unanimously supported this application.
    2. 3095 17/1923/07/F Homestead, Wagland Farm Halwell TQ9 7LB Stables and horse exercise area - the council had no objection to this providing that it is not for commercial use and there is no exterior lighting for the exercise area, the clerk was asked to note this in the return to SHDC.
    3. 3096 17/1929/07/F Mount Zion Mills amendment to approval 17/2154/05/F for the erection of B1 & B8 employment accommodation with associated servicing & parking - whilst having no objection to the building in this application the council felt that due to amendments at the site there has been a detrimental effect over road safety.  The council instructed the clerk to voice their very serious concern over road safety due to the access and egress of articulated lorries onto a high speed road from this distribution centre.
    4. 3098 17/1996/07/F Moonriver Cottage 3 Gara Bridge Cottages, Gara Bridge removal of condition 2 of appeal decision letter APP/K1128/A/02/1100331 (planning application 17/1383/02/F) for full residential use. No objection was raised by the council.
    5. 3099 Higher Ashwell Bungalow Halwell applying for Certificate of Lawfulness for existing use of occupation of property without complying with the agricultural tie condition of approval 9/17/1645/86/2 for in excess of 10 years. The council had no further information to pass to SHDC.
    6. 17/0176/06/F Field Higher Farleigh - It had been reported to the council that facilities have been added in this field without planning permission and the use appears to be contravention of any planning so far granted, the clerk was instructed to ask SHDC to look into this.
    7. 3100 Primrose Place Diptford - the Certificate of Lawful use or development granted for use as permanent dwellinghouse was noted.
  5. Highways and Paths

    1. 2 further DCC temporary road closures during October have been put into the parish magazine.
    2. Lorries attempting to use Diptford Clam Bridge to access North Huish - the council are waiting for a report from DCC on the restrictions and signing of this bridge.
    3. HGV route Marley Head to Diptford via Shorter Cross was confirmed by the police.
  6. District Councillor’s Report
    7.  - Cllr R C Steer reported on the post office closure debate, 18% of rural ones are expected to close by 2009 although no details are yet known, SHDC will discuss this. He said at the police liaison meeting at Kingsbridge it was announced that more officers (community support) would be on the beat soon. Cllr Steer pointed out that there are not enough cars for them.
  7. County Councillor’s Report
    8.  - Cllr G Date chaired the Audit Committee where he signed off the accounts.

    1. Emergency plans - report was carried forward to the next meeting.
    2. Noticeboard for village map - 3092 South Brent parish clerk kindly reported on their map boards.

    1. 3093 Rural Housing Trust Councillors Foster and Hill agreed to attend the meeting on 2 November at Noss Mayo, HRH Princess Royal will be attending.
    2. 3094 Councillors Foster and Franklin will attend the SHDC Budget Consultation with Town & Parish Councils as part of preparatory work for 2008/09 budget on Monday 29 October.
    3. 3101 The council voted to donate £300 to the Diptford Preschool.
